The FBI established this classification in 1963 to cover violations of the Hydraulic Brake Fluid Act of 1962 (P.L. 87-637). Under the Act, the Department of Commerce established standards for hydraulic brake fluid. thereafter it was illegal to transport in interstate commerce hydraulic brake fluid that failed to meet those standards. The Bureau investigated criminal violations under the act only upon direction of the Department of Justice.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
